The Launching of Policy Brief on Harmonizing Data Regulations

In Indonesia, data governance remains fragmented across sectors and institutions, creating
uncertainty for businesses and challenges for international collaboration. To address this, the
Secretariat of Digital Dialogues Indonesia and the Indonesian Business Council (IBC) Institute
have initiated a Policy Brief on Harmonizing Data Regulations, providing analysis and practical
recommendations for aligning regulatory frameworks. The brief seeks to promote coherence,
legal certainty, and interoperability, supporting Indonesia’s ambition to become a trusted
digital hub that balances innovation, competitiveness, and societal trust. For Germany,
harmonizing data regulations with a partner country offers important economic and strategic
benefits. It supports digital innovation by providing clear and predictable rules for sectors such
as AI, fintech, and health tech, while also encouraging cross-border research, innovation hubs,
and digital infrastructure projects. A joint framework further enables both countries to shape
regional and global standards, positioning them as leaders in data governance. This
partnership could also serve as a foundation for broader cooperation, such as EU-ASEAN or
G20 digital economy initiatives, strengthening Germany’s international role.

To advance this agenda, the German Federal Ministry for Digital Transformation and
Government Modernization (BMDS) and Indonesia’s Ministry of Communications and Digital
Affairs (MCDA) will jointly support the launch of the Policy Brief. The event will highlight the
importance of harmonized data policies in strengthening global data governance, accelerating
Indonesia’s digital economy, and fostering international cooperation on digital policy between
both countries.
